Thank you for inviting my review on White Paper #2 - "Overview -Process, Synopsis of collation of topics, Relational Database and Parking Lot".

Technical review:
(1) Overall content, title of the manuscript and quality looks quite good.
(2) While studying the coverage, honest attempts to cover most of the relevant aspects have been observed, however, inclusion of a few more aspects such as automation, ICT, end user feedback and satisfaction, operational and maintenance (O&M), 
(3) In point 3 on page no. 5, "control systems" should be modified as "instrumentation and control systems"; (b) and (d) could be merged; IoT and Smart Buildings should be added to the list.
(4) "Smart City" and "Smart Grid" connection should be more emphasized and accordingly draft should be modified.
(5) "Parking Lot" concept looks attractive and appealing, should be further detailed.
 
Linguistic review:
(1) The manuscript looks nicely and carefully drafted (obviously!!) and would like to attract quality readers
(2) It would look better, if some more references are added by citing more publications and more importantly, including them in text appropriately.

Overall, "Excellent" rating.
